OPR strives to reduce barriers to professional licensure for members of the military and their families, refugees and New Americans, and individuals with criminal backgrounds.
OPR is implementing licensing reforms to make sure there is equitable access to licensing for the professions we regulate. By recognizing out-of-state experience and training, reducing costs, and creating alternate paths to licensure, we are breaking down barriers to live and work in Vermont as a licensed professional.
Fast Track Endorsement
If you are a professional who has been licensed in another state for the last 3 years and are looking to relocate or work in Vermont you may qualify for Fast Track Endorsement.
Veterans, Active-Duty Service Members, and Active-Duty Spouses

Foreign Trained Professionals, New Americans & Refugees
Please review OPR's Administrative Rules for Assessment of Professional Credentials Obtained Outside the United States if you have training and experience obtained outside the U.S. in one of the professions regulated by OPR.
Individuals with Criminal Backgrounds
A Second Chance Determination application is available for individuals who have a criminal background and want to know whether past criminal records will impact ability for licensure in Vermont.
